As we have seen many of the materials have a high compressive strength, but they are weak in tensile strength, or vice versa.

Eg:- (1). Concrete have high compressive strength, but it's weak in tension.

(2). Brittle materials are good in Compression but weak in tension.

(3). Ductile materials are good in tension but weak in Compression.

In Rcc,  we know that steel is reinforced with concrete.but in under reinforced beam steel is fail first than concrete.  steel is ductile material & concrete is brittle material.so, due to this steel suddenly not fail it bends first then it fail it.but concrete is fail suddenly in over reinforced section that's why it not design such section.
