What are Piers and tiers in bridge structure ?

In bridges we have supporting structures usually visible above the water level as seen in the pic below are called piers

Tiers  are levels , for example a bridge can have roadways and beneath that railway line ,these type of multi level bridges come under multi tier bridges .An example is shown below :
