No we can't feel shock in space.Current need a complete path to flow that is a close circuit .if we just touch an electric wire while floating we won't get a shock as we won't be in contact with anything to create a potential difference until we touch the ground. As ground is zero potential and electric wire is in high potential create a potential difference which gives complete path for the current to flow.
